Circumstances:	The cat has been hanging around Howard Rd on and off for a long time I think. I became concerned recently by its deteriorating condition and think it must be lost/stray. Eyes are weepy, small sores (flea bites/mange?) on its head and its fluffy fur is quite matted in places.
