Circumstances:	Found at the crossing near the head of the river pub where the towpath meets Abingdon road. Managed to catch him and alert a police officer who took him away after that. The collar broke after trying to catch him.
Other info:	Collar had no tags attached. It tapered at the ends where it was fastened and was wide in the middle
